Franchise Tags:
Every off-season, there are always players who have their contracts expire. These players naturally become free agents and are available on the “free market” for auction by any team in the league. You will have the ability once per off-season to name a “franchise player”. This player, although having his contract expired, will not be eligible for free agency within our league and will be forced to sign with the same team.
The set contracts we will be using when Franchising a player will be 12M annually for 3 years.
Players being Franchised are not allowed to be traded or waived during the 3 year contract. You may buyout a franchised player but only at 75% of EACH YEAR of the contract he has left. Thus, you would owe him 9M for however many years he has left on the contract.
Franchise tags do not roll over if you do not use them. Franchise Tags may be traded but only for that current season only. If Team A does not trade his franchise tag during the 2012 season and chooses to not utilize his franchise tag on a player set to become a free agent following the season, then he loses all future use of that season's franchise tag. The 2013 franchise tag will not be up for trade until January 1st, 2013. This will be the same rule applied to potential trades of restricted and prospect tags. Please take note of this rule.
Restricted Tags:
In addition to having one franchise player each year, a team will also have the ability to name two (2) restricted players. Restricted players will, in effect, be treated just like free agents with one BIG difference. Once Free Agency begins, Restricted players can be made contract offers just like any other free agent. Once the 24-hour offering period ends, however, the team who restricted the player will have 24 hours to match the offer. If a GM fails to match the offer, the player will then be able to sign with the new team at the terms offered in the contract.
If the team that originally had the player, chooses to match the winning bid, then he must keep the same AAS with the 30% rule in mind, but he may move the years, value of each year of the contract, etc. to fit his team's salary structure.
Note: You may only use the Franchise and Restricted Tags each once on any (1) one player. Meaning, if you Franchise Player A, you may not use that Franchise tag on him after his Franchised contract runs out. You also may not use a Restricted tag on a player that you previously placed a Franchise tag on.

Option 1: The tagged player signs a 2 year deal with year 1 being 4M and the 2nd year being 6M.
Option 2: The tagged player signs a 1 year deal at 5M.
Note: A restricted or franchise tag may be used if a team does not have a prospect tag at its disposal on a young player coming off of his 4 year 300K deal.
This is the only instance a team may designate a player with this kind of tag is when a PP player's contract expires.
Example:
Stephen Strasburg 2010-2013: 300K
The Atlanta Braves prospect tag Strasburg at 1 year for 5M in 2014. I would have him at that salary for the whole season and I would not have another tag of this nature until 2016 unless I acquired one via trade.
A final note on tags: Any individual team may not have more than 2 franchise tags, 3 restricted tags, or 2 prospect tags at any given point in time. Much like the 6M cash rule trade max, this rule is set in stone and is not open to change.
